Let's start

Open the template
Pick the tubes you wanna use, add one behing the bone frame, select the black background
select all, float, defloat, invert and hit delete on the tube to get ridd of the access.
Mine already had a background, if yours don't then just recolor the black one to compliment
the tube or use a paper ;)

Add another tube in front of the frame, give it a drop shadow; 1, 5 30, 6, black.

Use the Manual Color Correction tool to recolor the wordart with a color from your tube.

Add a new raster layer above the white background, pick a color from your tubes and flood fill.
Add DBV mask 103 to it, merge group.

Add the name you want in front I used TwinkleStarROB and gave it a double glow with 
Alien Skin Eye Candy 5 - Impact - Gradient glow - just change color on the color buttons

Animation

(I always close the name layer before using my tags in Ani shop and add the name after
so I can use it for more names without having to redo it, but it's optional.)

Open the teardrop in Animation Shop 3

Copy merged the tag (Ctrl+Shift+C) and paste it as a new animation in Ani Shop
Click the paste after current button 3 times so you have 4 frames (same ammount as the teardrop)

go to the teardrop, select all (Ctrl+A), depending on how big your image is that's gonna have the 
tear, you might wanna resize it, if so then Animation - Resize animation - I changed the Percentage of Original
to Width 40 on mine, test it out and see what looks best for your image.
When happy with the size, check that all frames are still selected and then copy (Ctrl+C)

Go to the tag, select all (Ctrl+A) and hit Ctrl+E to see the first teardrop, dab it close to the eye,
run the animation to see if you're happy with the plazing, if not, just undo it and try again ;)

Select all and change frame properties to 35.
Copy merged the tag once more in PSP, paste it before current to the first frame.
Rightclick that frame and change Frame Properties to 150, 
run animation and save if happy with it!!
